The Arizona Legislature won't let local governments ban plastic grocery bags. But it can't stop grocery stores from acting on their own.
Some Arizona municipalities tried to ban plastic bags in the past, but in 2015, the Legislature prohibited local bans. This means, for now, it's up to us to persuade businesses to move Arizona away from single-use plastic bags.
Bisbee

Requires plastic bags in Bisbee to have a minimum thickness of 2.25 mil with handles. This bag shall not contain lead, cadmium or any other heavy metal in toxic amount.
Requires paper bags to be 100% recyclable, minimum 40% PCW, and no growth fiber.
Paper bag fee is $0.05.
