Gov. Terry Branstad signed into law a piece of legislation that prevents any Iowa city or county from enacting a ban on the lightweight plastic bags. The measure took effect immediately, killing all local efforts to enact bag bans or any taxes or fees to curb their use.

Requires paper bags to be 100% recyclable, minimum 40% PCW, and no growth fiber.
